THE SPOKESMAN-REVIEW B5 Corrections chief starts shakeups SEATTLE (AP) Amos Reed has begun a top-to-bottom shake-up at Washington State Penitentiary as he starts his reign as head of the State Adult Correction Department. indeed of already the has replaced superintendent's the superintendent associates at the penitentiary in Walla Walla. He is permitting the prison engineer, personnel director and records supervisors to retire. He is also making changes in the corps of guards at the prison.

When Reed took the job five months ago, the corrections department existed for the most part only on paper. It will officially become a state department today. Reed's corrections career has spanned 36 years. He ran the Oregon state adult system, was deputy superintendent in the Florida prison system and was pirated away from Florida by North Carolina where he built a network of new prisons and kept the peace for four years among 16,000 inmates. REED WAS FIRED by the governor of North Carolina because he wouldn't give state corrections jobs to political hacks.

The biggest change at Walla Walla has been the naming of a new superintendent to replace James Spalding, who has been reassigned to Olympia director of prisons in the state. Reed picked Bob Kastama, a penologist with a doctorate degree. Kastama's graduate studies recently took him to Europe, where he studied the penal systems of several nations. Reed's changes, however, involve more than just replacing personnel. He has instituted a rigorous financial accounting system which includes internal audits and spot checks.

HE HAS PROMISED that he will not "surprise" the 1 Legislature with "gross overexpenditures" while he's in charge. Reed has imposed his new fiscal accountability program on all adult prisons in the state system. He insists that the violence-plagued penitentiary in Walla Walla has had to shoulder too much of the blame for a whopping $7 million in unapproved expenditures. That's the amount the state Department of Social and Health Services "surprised" the Legislature with at the end of the session. He said his new team is attempting to unravel the tangled web of overspending that stretched across the whole corrections division.

"I've been through this before," Reed said. "But this is big. It has accumulated. It has been coming on for years." "WE'RE DETERMINED to call a halt to those He added that there always is a way to realign funds within the law. Reed predicted that the new corrections department would be solvent by June 30 and ready to begin the new biennium with a clean slate.

The Legislature bailed out DSHS with a special appropriation to cover the $7 million overdraw. It appropriated $205 million for the coming two years. In Kastama, Reed hired a man who was even praised by Spalding as "a fair man. "He can be firm," Spalding said. "I have real confidence in Larry Kinchelo, Spalding's associate for custody who had completed a military career before he came to the penitentiary, will remain as head of the riot squad.

He will oversee the remodeled moderate and minimum security facilities adjacent to the elderly fortress in Walla Walla. IN THE PECKING ORDER, Kinchelo will rank third behind Reed and Kastama. Kastama's deputy will be Kurt Peterson, who will be in charge of custody and programs. Doubled water rates delayed Residents of the Deborah Addition in Chatteroy, were spared a doubling of their water bills, at least for 10 days. Spokane County Superior Court Commissioner David Thorn signed a temporary restraining order Tuesday prohibiting the Little Spokane River Water System from upping rates until a July 10 hearing on the increase.

In a petition filed Tuesday with the court, Steve Larson, a resident of the addition, said he and his neighbors recently received a bill raising their water rates from $15 to $30 a month, effective today. The residents plan to protest the rate hike to the Washington Utilities and Transportation Commission, but the commission reported it would accept any rate in effect at the time the complaint is filed, according to Larson's statement. The restraining order will give them time to file the protest under the old rate. The water company was ordered to appear in Superior Court July 10 to explain why the rates should not continue to remain frozen prior to the commission hearing. Conservation family honored; tour today The 1981 County Conservation Farm Family of the Year includes the 1953 Spokane County Cattleman of the Year.

Thomas Hyslop and his family won the latest award for consistent conservation practices, according to Jud Melton of the Spokane County Conservation District. Hyslop and his wife live at N3407 Columbia Circle, and he commutes 18 miles daily to farm 1,500 acres northwest of Fairchild Air Force Base. His conservation practices include hilltop tree plantings and attempting to keep the acreage in grasses by seeding approximately 160 acres every spring. Main crops are wheat, barley and field grasses for seed. The Hyslops' friends and neighbors, as well as others interested in good conservation practices, are invited to a 90-minute tour today of the Hyslop acreage, Melton said.

The tour will start at 7:30 p.m. from the farmhouse just north and west of the intersection of Coulee Hite Road and Bowie Road, four miles north of Highway 2. Participants will return their about 9 p.m. for an informal gathering with refreshments, Melton added.
